The CORE act is a 10 year recompilation of old bills, so there is more potential for meeting the instructor objectives (below):

Follow a recent bill that has already progressed through the legislative (state or national) process, i.e. from organizational inception at the agency level to action by the house and senate.

Provide a detailed report and thoughtful review about the process and outcomes. Critically evaluate how the process evolved among supporters and those in opposition.

Bills with more controversy might be richer to review and to understand the many deliberations and adjustments that are made in language and sometimes even in the original intent.

Questions to answer in detail include:

What did the sponsoring organization or agency wish to achieve?
What was the environmental significance?
What was the significance to humans?
What agency personnel worked on the bill?
What committees addressed the bill in the different houses and what changes were made therein?
Were results as intended?
Was the bill funded?
Has it been implemented?
How could a better bill be written?
What are the next steps that the agency/organization must take to implement the intended policy from the bill or to make adjustments?

FIRST BILL CHOSEN (State):  

This bill has not progressed, but the ballot initiative is very controversial and historical impacts from the Yellowstone introduction as well as commentary from Wyoming scientists can be found online in addition to any other resources found.  There are very polarized groups which would make this a good topic, but because it has not had much action, it may not meet the goals of the assignment (questions for the assignment are listed below under the second bill chosen and could be applied to this bill if the writer decides it is a better topic).

What did the sponsoring organization or agency wish to achieve?

              Designation of additional National Wilderness Areas in Colorado.

What was the environmental significance?

              Limitations of resource development in existing National Forest and historic preservation of other areas.

What was the significance to humans?

              Economic gain through recreation and tourism, preservation of environmental biodiversity

What agency personnel worked on the bill?

              USFS, National Parks, other agencies??

What committees addressed the bill in the different houses and what changes were made therein?

              Listed in govtrack.  Need more detail

Were results as intended?

              Appears to be dying in senate committee.

Was the bill funded? 

              Stalled in committee after a promising passage in the house and move to the senate

Has it been implemented?   NO

How could a better bill be written? 

Address the changes over the past 10 years of the 4 separate bills combined into this act

What are the next steps that the agency/organization must take to implement the intended policy from the bill or to make adjustments?

              Perhaps this should be packaged with other state wilderness bills with similar goals to build an even broader constituency; it sees to be a local issue that doesn’t engage senators from other states.  Existing backers need to be more vocal in their support.  Engaging the public to bring this to the forefront.
