This end-of-course project aims to gauge your ability to (1) apply the emergency management principles and concepts to lead workplace emergency planning; (2) examine the degree and extent of planning required given the workplace hazards and environment; (3) analyse the response strategy and examine the capacity building requirements in terms of resources and training needs; and (4) illustrate the desired outcomes of an effective emergency preparedness and response planning with the development of the premise emergency response plan in accordance to the requirements of the authority in your selected workplace premise.
As the operation manager, you are a key member of your workplace safety and health committee. You are tasked to lead and organise your workplace emergency preparedness sub-committee of your selected premise, display ability to organise the premise emergency planning team; identify potential hazard-scenarios in your workplace; analyse the required resource and competency of your response teams; establish the capability of your company emergency response team, and develop the required emergency response plan (ERP) for your work-premise; showing understanding of the emergency preparedness and response planning approach by:
(a) Select a premise of your choice from amongst work-premises such as a commercial office building, industrial production factory, industrial logistics warehouse, or hospital settings.
(b) Assume the role of the operation manager; carry out a review on how the work-premise emergency planning team should be organized, comprising representatives from within the entire work-premise, including associated tenants and their respective business operations.
(c) Describe and discuss the associated business activities within the selected work-premise and identify the potential hazard-scenarios that may pose a threat to life safety and property.
(d) Analyse the work-premise tier-level, required response strategies and examine the corresponding resources and competency required of the premise response teams, such as the incident management team (IMT), company emergency response team (CERT), evacuation warden team (EWT), in-place protection team (IPPT), emergency assembly area team (EAAT), disaster recovery team (DRT), etc. using the SCDF’s National CERT Standard and Guidelines;
(e) Describe how the work-premise’s ERP is to be formulated and develop the ERP for the selected work-premise (as an attachment to the main report) using the format and guidelines stipulated by the SCDF (with site layout plan, schematic drawing, etc.).
