Cyber Power

Overview
For this assignment, you will read Dr. Joseph Nye’s “Cyber Power” and reflect on the ways in which cyber technology has changed the power dynamics within international relations. Also, you will read the FireEye document, “APT28: At the Center of the Storm—Russia Strategically Evolves Its Cyber Operations,” in order to introduce you to the Russian threat and the way in which corporate cybersecurity companies organize their analyses on strategic threat actors.
Please read the documents as thoroughly as you can and then answer the questions in 200–300 words for the first two questions and 100–125 words for the third question.

1. According to the reading, “Cyber Power,” why does Nye assess that the largest powers are unlikely to be able to dominate weaker powers in cyberspace as much as they were able to do in the air, land and sea domains?
2. According to the reading, “APT28: At the Center of the Storm—Russia Strategically Evolves Its Cyber Operations,” analyze how a cyber intrusion set like Russia’s APT28 poses challenges to the Westphalian framework of international relations.
