Allocation of Resources in Public Health

This week, Group 1 & 2 will be responsible for:
o Posting a position statement that will be used by the rest of the class to debate an ethical issue.
o Moderating the discussion, throughout the week, supporting their assigned position.
The groups will have a choice, from the following two assignments, as a mechanism to present their position statement:

1. Write a page paper (APA format).
   OR
2. Develop a PowerPoint presentation with speaker notes (APA format).
   Group members will be graded individually for their portion of the position statement. Each component should be between 300-400 words either in the position paper or the speaker notes for the slides. Points will be deducted if the word limit is not met.
   Components of a Position Statement
   Both options must include the following six components of a position paper:

1) An introduction that clearly presents the main idea of the position paper.
2) Explain the position the group is taking and the rationale for that position with supporting evidence.
3) Discuss the benefit of the position for the greater good.
4) Relate the position to an ethical theory.
5) Identify & discuss one counterargument to the group’s position.
6) A conclusion that summarizes the group’s position.
Please note:
o An abstract is not part of a position statement and therefore is not part of this assignment.
o References must include two resources beyond the assigned readings.

Group 1 will:
o Defend the allocation of resources during a public health emergency based on utilitarianism. The principle of utility is formulated as “a requirement to do the greatest good for the greatest number” (Beauchamp & Childress, 2013, p. 355).
Group 1 Members:

   Group 2 will:
   o Defend the allocation of resources during a public health emergency based on rights theory. The principles of rights theory provides protection “against oppression and unequal treatment”, as well provides protection of life and liberty. (Beauchamp & Childress, 2013, p.367).
   Group 2 Members:

   One member of the group will post the position assignment by Monday at 0900 EST to the Week 3 DQ forum and upload the position paper to the group assignment drop box (Turnitin) in the week 7 block. The assignment must identify which group member wrote each section of the position statement.
   There is a chat forum available for group members. Working in the chat forum does not requires all students to be present in the chat forum at the same time. Working in the chat forum is not mandatory. It is a tool to help facilitate communication between group members. Students can choose to work together in the chat forum, via email, or phone
